Jesus Christ, but mostly because it's easy for most who want to mirrow themselves in Jesus Christ, Conservative can find quotes who support their views, Liberals can find other they like, even Socialist can find quotes from Jesus, which fit into their worldviews.

Buddha are much harder to mirrow oneself in. His teaching are much philosophical than Jesus, but again not impossible.

As for Mohammed, it's really hard to ignore the fact that he was a warlord and much of his teaching are how to split loot, how to treat non-Muslims as second class citizens, who should be killed, who should be slaves and how slaves should be treated, especially beause a very loud minority of Muslims keep yelling about those part of Islam.

Yes to call Jesus apolitical seems weird, while his words can be interpreted in many different ways, it's rather clear that he taught a religious and political message which was quite different from the Judæan mainstream. He de facto spoke against revolt against Rome, the power of the temple and the priests, against the Jewish taboos and for "racial/ethnic/tribal" equality. That was very much political statements.
