No idea, but my best guess is that they're Republicans who think Webb is the best out of the Democratic candidates because he's the least liberal. Kind of like Pataki Dems.

Sanders and Biden notably keep going back and forth for first place. I'm surprised by O'Malley's unpopularity, but then again, Atlas only supports two candidates per party as of now (Sanders, Biden, Carson, and Kasich; Paul and Webb are close).
