As with all (somewhat militant) trade union bureaucrats, the answer doesn't fit neatly into either category. His actions directing the grape boycott and organizing farm workers are obviously actions that fall squarely in Freedom Fighter category. His willingness to lean on the bosses' government to deal with scabs (something that definitely could have been handled by his own members, FWIW), building up of a cult of personality around himself and subsequent bureaucratic trends within the UFW, plus shilling for the Democratic Party, all fall well within HP territory, though.

Generally an FF. Endorsing the Ferdinand Marcos regime and having some anti-immigrant sympathies regarding the role of undocumented immigrants are definite scars on his legacy. The Bracero Program was certainly an abusive program that was better off abolished however, and his advocacy for labor rights makes him an FF.
