In Scotland, she's the first Elizabeth.  Although I guess she still wouldn't be "Elizabeth I" until there was a second one.

In response to the original question, I was also born during the reign of Betty Battenberg.1

She's Elizabeth II everywhere because it's the monarch's prerogative how they want to be numbered. In practice the policy is to go with whichever number, between those of English and Scottish monarchs, is higher (e.g. any future James would be James VIII everywhere).

Being descended from Malcolm III, means that for centuries legitimization necessities rendered it wise to not name an heir or potential heir after someone your ancestor took the throne from by force. Either they are a tyrannical usurper or you (and your ancestors) are, and its not going to be you. Same rule applies to being descended from Henry VII with regards to Richard. Aside from the current Duke of Gloucester, there haven't been many with that name either.

Could have had a King Arthur during World War II as well. Considering Albert had been treated so badly by his father, it would have made some sense on a personal level to not go with George and if Albert and Frederick were too German that narrows it down to perhaps the best anti-German name a British monarch could have. Of course now we also know that if there was a historical Arthur he was probably a post-Roman Briton leading resistance to the Germanic Saxons.
