Well? I'm thinking perhaps Australia, even excluding the refugee/detainment policies.

Didn't Bhutan not even allow visitors to the country until the last 10 years, unless you were a foreign dignitary?

Besides them, a lot of countries have abhorrent policies towards specific groups while still having otherwise "normal" immigration laws. Iran's policy towards Afghan refugees is pretty terrible. Shi'a Muslims in Bahrain are pretty much out of luck unless they are very influential, this despite Bahrain having a pretty sane immigration policy compared to other Gulf monarchies.
