To any doubters, I think this is the legal way of doing it. Here's my reasoning (I know I don't need to make this argument, but there should be as much confidence as possible that we're doing this right and not Calvinball-ing it): regional vacancies are filled by the region that appointed them (specifically the Governor)--therefore, as I figure it, senatorial vacancies should logically be filled by the entity that appointed them--in this case, the Senate.

That is basically what we are doing. Since you are not a Senator and I am, we are shifting me over to replace him so you can replace me as a Southern delegate.

And earlier when I said, "leaving it entirely" I meant the game. Smiley

The Senate will not handle with this situation. According to the rules, the Governor of the region shall appoint a replacement. So the Pacific will have a vacant spot until there is a new Governor.
