The method for selecting delegates set in place by the Senate carefully balances power between the national and regional governments. The method you proposed (allowing the Regional governments to select all 25 delegates), is the very antithesis of checks and balances, as it centralizes power on one side of the equation while leaving the other out in the cold.

Yea, that question is rather flawed, nearly a push poll question.

there were no checks and balances to the senate's decision-making in this instance. not even a 27th Amendment type thing.

that's the point.

The Senate's influence/power is checked by the 60% of delegates selected by and from the Regions. I'm not sure how the 27th amendment factors into this, since the delegates won't be paid.

it's very simple…?

the senate unilaterally gave itself the power to select almost half the delegates, and nobody had any power to stop them. there wasn't even an intervening election so that the people could actually decide who chooses all these delegates (which is where the comparison to the 27th amendment comes in)
