Well, not entirely sure how making the Bible the 'state book' of Tennessee will turn it into a Theocracy, but to be honest I really can't think of a better choice for a state book than the good old Bible.

There's already an anti-nullification provision in the Constitution. It's called the Supremacy Clause.

It won't stop morons from trying this trick, but it stops them from succeeding.

if they are going to bother legislating things doomed to be overturned why not go for it...create the "Jesus is the Lord Omnibus Act of 2015" and reinstate prayer in schools, outlaw abortion, get rid of no fault divorces, ban pornography, outlaw contraception for the unmarried, and of course require 10 commandments monuments to be built at all state facilities.

Simple. the legislature just votes on it again and it is law. In TN, you only need a simple majority for a successful veto override vote. None of that pesky 2/3 stuff over here.
