I can see either John Fleming or Charles Boustany going for it, since both have made it pretty obvious they want to get in. Jindal I don't see dropping down to senate.

Jindal won't appoint himself to the Senate, he'd just lose when the seat is up for election in 2016. He's quite unpopular in LA these days.

John Fleming (R, LA-4) or Charles Boustany (R, LA-3) are the likeliest replacements. But they might not get a cleared field when the seat is up for election in 2016. 2008 Nominee John Neely Kennedy (Landrieu defeated him 52-46 that year) might take a stab at it and 2014 Candidate Rob Maness might want another chance as well.

Democrats are hopeless barring a Mitch Landrieu nomination unless there's a toxic republican nominee.

Pretty much everyone Wulfric mentioned are taking steps towards running.

Jindal winning any sort of statewide election at this point is pretty laughable.

Contrary to what has been said, I'm pretty sure State Treasurer John Kennedy would be the favorite to win the seat, so he'd be the most likely to be appointed.

That won't happen. Cao was probably the most liberal Republican congressman when he was in there - he would get demolished in the 2016 primary.
