Says public schools should focus on those with learning disabilities, apparently, and get everyone else get "school choice" to get into private schools.

The OP misunderstood what he said.

His argument was that he made it easier for students with IEPs to get a voucher for a private school, and that as a result of this, public schools started treating those children better.

Maybe there are no libertarian youth conservative black people out there in America. In that case I'm strongly dissapointed that they didn't get a better life 400 years ealier (which they would have gotten if every single human being was like Abraham Lincoln and John F. and Bobby Kennedy, with all of their extended family for that matter).
