  Illinois' goofy 'loophole primary'

  Getting your name on the ballot is a breeze.  Getting people to run as convention delegates for you in each Congressional District is a nightmare.  In the end, your name on the ballot is meaningless.  Getting each of your Congressional District delegate candidates to win, counts for everything.

  Given that right now the legislature and the governor can't agree which is the front door of the capitol building, it ain't changing anytime soon.
