Overall, its whiter and more Republican than the state, so I don't think a civil rights challenge is going to be successful.

I notice Baldwin and St. Clair are blue on your map - they both still have open DMV offices (they both had multiple offices and only one of them closed). If those counties aren't blue would it affect your analysis?

Yeah, without them its 30% black and 58% McCain, so then it would be less Republican and less white than the overall state.

Its basically a list of the least populated counties in Alabama.
