This marvelous book I read about 20 years ago on tax policy. It covered all the bases intelligently, from supply side issues, to fairness, to how to separate capital gains from ordinary income and where it becomes just so problematical, progessivity, incentives, implicit marginal rates as you phase out credits, deductions, economic distortions, you name it. After reading it, I never had again much tolerance for overblown claims, and superficial analysis, and sound bite lines, which is about 99% of what you hear about tax issues. They just don't have a clue. No, I don't remember the name of the book now. Sad
