^Hurricane path forecast from the Weather Channel. I live literally right where that small spot of yellow is in southeastern NC. 
looks like a RADAR image there, not a path forecast. The past is forecast to continue heading northeast, not coming close to the coast. The sustained rain and flooding you are seeing (and I'm seeing, though not as much) is because the storm system over the land is kept from moving out to see by the presence of the hurricane.
I'm sure one of our meteorologists here can explain that more precisely.
