I like both of them and they're near identical on the issues, but Bush has more experience so he'd probably make the better president.

Jeb would keep all of his brother's people. At least Rubio may change a few people around.

I think it's too early to say at this point. But Rubio would certainly be a paradigm shifting candidate - just like Hillary (or Sanders) would - while Bush would not in the same way, to the same extent (except for the fact that we'd get the first Spanish speaking/fluent president and the first Mexican first lady, which certainly counts for something in this day and age when latinos make up 18% of the population according to a new Pew study). So that combination of Bush fatigue and enthusiasm among latinos for electing Rubio, combined with Rubio probably being a bit more charismatic than Jeb (although I think both are fairly charismatic and likable to be honest) as well as more steady on foreign policy (though Jeb is better skilled at domestic policy), makes Rubio a slightly stronger candidate for the general than Jeb. Now I know I'm not actually answering the OP question, simply because I don't have a good answer (yet). Let's wait and see, it's still really early.

Bush, because I don't think I could trust him to refrain from growing government and secure the border. Sure, either of them would repeal Obamacare, but with what will it be replaced? The replacement could be even worse and have a GOP president's stamp of approval.
