The idea that Gadaffi or Hussein would still be in full control over this countries without intervention is balderdash.

No it isn't. You can move the goalpost on what "full control" means but Saddam is no Mubarak, or even Assad. Also Gadaffi looked liked he was going to curb-stomp the Rebels in the East barring NATO intervention.
