Agree with your rankings, but I wouldn't give Obama a "bad" rating; I think "OK" is more appropriate here.  Obviously, these rankings are coming from a conservative paradigm, however.

Truman, on economic policy, was arguably the closest America has ever had to a socialist President.

What was Eisenhower's fiscal policy? I'm unfamiliar with it.

In short?  Moderate.  From what I've read, he wanted to scale back the New Deal a little but was pragmatic enough not to.  He could fairly easily be labeled as a corporatist and he did lower taxes/cut some spending here or there from the Truman era.

Carter answer was to keep taxes sky high which caused job losses, Intervene in the economy using Government which just added to inflation, and keep regulating stuff which made it really hard to start a businesses which made jobs being hard to find
