It won't hurt Carson in any significant way.   It will only hurt Jeb because he will have to walk it back to explain what he meant.   Instead of saying he doesn't support reauthorizing it as is, he needed to say that he supports reauthorization but with significant changes to it to update it.  Basically the same thing in terms of substance, but completely different soundbite.  Jeb is showing once again he is really not savvy when it comes to formulating his message in unscripted situations, and this will add to that realization among the primary voters.
