Gingrich made too many omnibus bills that put pork in spending in federal funds. That was okay when we had a surplus. And after Dole left, he and Lott gave away too much to Clinton. And if Hilary is Prez, there will want to restrain pork spending.

What exactly are the chances of a coalition in the House?
It all depends on Paul Ryan imo. If Paul Ryan runs, then its probably because he struck a deal with the Freedom Caucus and will have the votes, which means the House stays under Republican control. If not, then that probably means that the Freedom Caucus could not be reconciled and that Republicans have essentially lost their majority, at which point a coalition would become far more likely. So 0% if Ryan runs, maybe ~70-80% if he doesn't.
