As the deficit continues to be reduced, Dean begins pounding McCain on fiscal responsibility in the general. Having won their nominations fairly easily, the campaigns began hitting back and forth. While McCain won the domestic social debate(52%-47%), he lost the economic debate by a large margin(54%-43%). Richardson beat Bush 48%-45%, and, finally, Dean edged out in the foreign policy debate 49%-48%.

In summary, the Reponsive National Intelligence Department controls all intelligence. Analysis Division analyzes data collected by the intelligence agencies and the Intelligence Division(which obviously collects data). The Responsive Division inspects targets before striking - composed of 228 men, it has no more than five dozen on duty usually but can be raised to 144 or higher depending on the Threat Level. The Analysis Divison is composed of sixty analysts and strategists with another six officers in charge. The Intelligence Division is composed of ninety-six men, twelve of whom are officers, with eight-hour shifts. The Responsive Division is composed of exactly 228 men and 72 officers. The Administrative Division is composed of twenty-four Directors[4] and Assistants[20]. In total, the four Divisions have 332 soldiers and 88 officers, for a total of 420 people. An additional thirty men and women serve as drivers, with sixteen driving tanks, armored cars, and other land vehicles, eight driving drones, helicopter, and other air vehicles, and six driving water and submarine vehicles. The Department is based in rural hills of Virginia with no nearby towns, between fifty to a hundred miles south-south-west of D. C. An additional security guard and maintenance of the RNI Building[R-NIB, or Arnib, pro. Ar-Knihb] is composed of forty-eight people. The people who maintain the building, protect it, and chauffeur the others are composed of seventy-eight people.

In early 2005, Ambassador to India William Milam, American High Commissioner of Iraq John Negroponte, U. A. E. Ambassador Danny Sebright, and President of the Middle East Institute Tom Pickering met before the Turkish, Saudi Arabian, Indian, Israeli, and Egyptian ambassadors to the U. S. with Deputy Secretary of State Richard Holbrooke in order to discuss the details of a withdrawal from Iraq.

After discussing it for nearly two weeks time, with dozens of staffers awaiting orders or carrying them out, Sebright managed to wrangle the President into one two hour meeting. Soon thereafter, President Dean's press secretary, James Rubin, released the official withdrawal schedule.
