1. Monarchy (there have been good monarchs)
2. Theocracy (there have been good religions)

There have been no good military dictators.

There have been no good military dictators.

That's highly debatable.

Military Dictatorship is the best.  It is straight forward.  There is no superiority factor.  I make the rules because I have the guns.  You take the guns then you can make the rules.

Theocracy is second best.  I assume Vatican City is a Theocracy.   Theocracies can have a lot of BS but at least their BS is a being in the sky is superior to you.  I can go along with that.

Monarchy is the worst because that says I am better than you.  I can't go along with that.

I suppose that would depend heavily on who was in charge...

The famous contemporary American researcher and media analyst, the winner of numerous international awards Noam Chomsky said of the American TV and other sorts of political propaganda:
"Control of thought is more important for governments that are free and popular than for despotic and military states. The logic is straightforward: a despotic state can control its domestic enemies by force, but as the state loses this weapon, other devices are required to prevent the ignorant masses from interfering with public affairs, which are none of their business…the public are to be observers, not participants, consumers of ideology as well as products."
“Citizens of the democratic societies should undertake a course of intellectual self defense to protect themselves from manipulation and control, and to lay the basis for meaningful democracy.”

Military dictatorship and monarchy are neck and neck. Aside from madmen, they mainly just require you to "go along to get along". Essentially, if you keep your head down, you'll be okay. Far from ideal, but easy to navigate. Just don't piss off the guy in charge.

Theocracy is worse, because the government intends to regulate the way you think.

The worst, though, is Populist dictators, either communist or fascist, who rose to power on telling people who to hate. That's where the atrocities start piling up.

They're all better than true democracy as the ancient Greeks knew it. They don't teach this in public schools, but we are actually a representative republic! Majority rules is one of the most dangerous ways to govern when you follow it through to its final conclusion.

I love the argument that goes "Tyranny of majority is awful, so let's allow a tyranny of the minority!"
