I guess my question would be about the money total.  Would this be in addition to current expenditures to provide for section 1?  Orphanages obviously cost more than $4000/child.

Otherwise it seems reasonable... though I hope the training for the children is age appropriate. 

Correct - it would be in addition.

I think a big task for us to possibly looking at is creating a regional budget. They're time consuming but can get folks involved and get some lively discussions going. Thoughts?

I see no issue with the bill then.
