I guess my question would be about the money total.  Would this be in addition to current expenditures to provide for section 1?  Orphanages obviously cost more than $4000/child.

Otherwise it seems reasonable... though I hope the training for the children is age appropriate.

I see no issue with the bill then. 

As for a budget, Ill think about it and get back to you.

Will someone bring the current bill up for a vote?  Im not really familiar with procedure here.
