While nothing will be binding... I think with they will get something passed that requires a medium amount of effort by most involved that will have popular support.  The market will take care of the painful stuff but expect that electricity prices will go up with adoption of renewables as they have in places like Germany.

Also... expect an absolute deluge of climate scare stories from now until Christmas.
