It's often very difficult to get people, not to mention nations, on board with rejecting short-term benefits because of distant consequences.  It's for this same reason that it's hard to get anyone to quit a bad habit that brings lots of pleasure because of long-term health risks.  Whatever new energy alternatives succeed are going to succeed because they can be offered at greater efficiency and lower costs than the ones we currently rely on.  Until that happens, there will be great resistance to large changes, both in the "first" and "third" worlds.
