I would say PUA simply because they are more aggressive and can be douchebags while MGTOWs mostly keep to themselves and don't cause too much trouble.

I'm not experienced with either movement but this is the perception I get. PUA directly effect the lives of woman just minding their own business, but the only people who complain about MGTOWs are the controlling and the sexist feminist with a normal woman probably just writing such a person off as a very bitter breakup victim.

Both types of behavior stem from a dark, misogynistic view on women which I think isn't healthy for men in general, but MGTOW is a rather harmless personal lifestyle choice of men minding their own business not involved in the outright degradation of women, whereas PUAs think treating women inhumanely is alright, for misogynistic reasons and a sheer drive to get as much sex as possible - so obviously PUA is worse.
