Definitely Biden, as he had no chance to win in the first place, while Romney would have been the presumptive nominee, even with Trump in the field.

Romney. Biden's potential candidacy didn't start with him saying "Oh, no, no, no. No, no, no, no, no. No, no, no” when asked if he was interested in running.

Romney. I don't recall him having any interest in running a third time.

FYI, neither had a realistic chance at the nomination. Romney had too much baggage from his prior runs, and Biden was old, and gaffe-prone (and would have quickly flamed out, even if he announced in June or July).

The hype for both was way overcooked in retrospect.
