Let's say it's January 1973 - the end of the month, say. To nip the slowly growing Watergate scandal in the bud, he goes to Congress and gives his side - starts back with Ellsberg and the creation of the Plumbers and sells his case as to why the Plumbers were necessary, and admits that he has uncovered that John Mitchell, Haldeman, and Ehrlichman were responsible for Watergate and covering it up - and after testifying, pardons the Watergate Seven as well as fires and pardons John Dean, Mitchell, Haldeman and Ehrlichman - what would've happened?

If Nixon did this, it would be seen as self serving, and the fact that he pardons the Watergate Seven would infuriate members of Congress.

Congress, given the details they had so far, would want to continue the investigation.

Besides, when Nixon implicates Mitchell, Haldeman, Ehrlichman, and that they were responsible, and throws them under the bus for his own selfish motives, someone is going to talk and tell The Washington Post that Nixon was, in fact, aware all along of the criminal events.

Taking this desperate step would not save the Nixon Presidency.
