It wouldn't do much good to apologize, but he should.

The decision to go to war and the total mismanagement of the war and terrible leadership from President Bush... it was all a catastrophe.  It's one of the biggest mistakes and examples of Presidential incompetence in US history.

Not so much for going to war, but failing to do it right because he listened to the "experts" who were telling him what he wanted to hear and failing to listen to more pessimistic views on what would be needed after the invasion.

I proposed dropping him (and Tony Blair) off to Iraq to personally fight ISIS armed with nothing but an AK47 and an Arabic copy of the Bill of Rights . This way they can accomplish their intended mission of fighting terrorists and spreading democracy.

Let's not forge we overthrew Saddam, it was a horrible war that shouldn't have been started but he shouldn't charged  going to go to war in Iraq. IF he's going to have to apologize about anything, it's about the lie/false information about Weapons of Mass Destruction.

It is always a good idea to apologize for past mistakes.

"War crimes" screams show trial to me. If, however, the case could be made in an American court of law that Bush violated U.S. or state statute by sending American troops to die for an inflated threat, criminal action ought to be taken. The only other country that would have plausible standing would be Iraq, and their justice system does not inspire enough confidence in the rule of law to even seriously consider extraditing him there.

In hindsight the war was a mistake.  But presidents do not apologize for waging wars against criminal dictators. 
But we were better off with Saddam in power.
