     A strategy I've used with success in the past was throw something aggressive out there and get people thinking. Usually we'd have something workable after a couple of rounds. Didn't quite work this time.

I'm sorry to see that this failed the Senate but there's always next time.

I'd like to personally thank Senator Trumam for his enthusiastic support on this bill. I'd also like to thank Senator PiT as well even though we didn't finish on the same side.
