St. Catherines. It's about as warm you can get in Ontario along with Windsor, but Windsor would be an extremely poor fit for you politically.

Perhaps some place like Bellevue? No place in Washington is really warm enough for him, but the winters are more tolerable west of the cascades. I'm also thinking he would prefer a suburb to downtown Seattle, but that's just a guess.
