Athens seems like an area that would have lots of growers. They wouldn't be fond of the monopoly clause.

The number of marijuana growers who: a) grow and sell enough that the amount of lost profits due to  legalization would outweigh removing the legal hassles of being able to buy freely plus grow a few plants on the side; and b) are registered voters, is quite small even in Appalachian Ohio.
