Illinois? Without Cook County? Yeah, it gave ~822,000 votes to Quinn in 2014, ~24,000 to the Libertarian, ~431,000 to Rauner. That leaves ~821,000 votes for Quinn, ~1,392,000 for Rauner, and ~90,000 for Chad Grimm. With 2,350,000 votes total(+46,000 Other), Rauner wins 59.23% of the vote. He wins 60.4166666% if there are no other.

Does Romney win it in 2012 without Chicago?
