Maryland probably wouldn't be okay with this.  

If this were the case, would people living in Washington, D.C. be eligible to run for a seat in the U.S. Senate representing Maryland?  

Full statehood really is the only practical answer other than preserving the status-quo.

DC was never intended to be a state. Retrocede the non-government parts back to Maryland to give the people there a voice.

Becoming part of Maryland would make the most sense. Granting the city two senators would make the senate even more of an unrepresentative laughingstock than it already is.

I couldn't care less about the original intent behind the district, but the major issue for me is that DC doesn't have nearly enough of a population to justify its existence as a separate state. I'm aware it's similar in size to smaller states like Delaware, but states of that size aren't justified in their existence either. States should be redrawn with relatively equal populations to reflect the realities of the 21st century, and DC is no exception to that.

Adding to the platform further support of systemic disenfranchisement.

Statehood would be preferable as the residents of DC have their own identity and would resist joining Maryland. That said, I would also be fine with them joining Maryland, receiving Congressional representation and voting with Maryland in statewide elections.

The status quo is unethical and ought to be changed as soon as possible.

So because you're Republicans, you want the Democrats to have 3 free EVs instead of just merging it into Maryland which is safe D anyway, and you support taxation without representation when the voters disagree with you?

I posted this last month on a related topic, but it applies here, too.
If NoVa really wanted to secede from VA maybe it could combine with DC to solve its lingering statehood question. Arlington, Fairfax, Loudoun, and Prince William along with the enclosed independent cities is a compact region. Perhaps Montgomery and Prince George's from MD would want to join. Then the federal district could be shrunk to the Capitol, White House, and Pentagon along with the Mall, Arlington Cemetery and other adjacent buildings.
