No Cruz won't be hurt.  He handled it infinitely better than Perry did.  With Perry, it just kept going and going and getting increasingly awkward.  Cruz covered it up and everyone moved on.

I think what voters are interested in is his position on issues which appeals to the many evangelicals in the party. These positions are more likely to help him in the primaries/caucuses, but could hurt him in the general if he were to actually get the nomination.

Rick Perry not only fumbled it, he looked like he was fumbling it. That is bad debating 101. This is why Ted Cruz is a master debater - he stands poised, calm, and makes a fumble look like nothing at all. He just continues what he's doing.

He made one verbal mishap. Doesn't mean the top of his class Harvard Law graduate isn't very bright. Additionally, he handled the verbal mishap exactly how you're supposed to: move on like nothing happened and nobody will notice.

It's gotten mentioned just because the freakishly unlikely coincidence that Cruz made literally the exact same mistake stating the exact same thing as Perry four years ago. For some reason, listing five government departments to shut down is far more difficult than it would seem.

As an actual issue, it has received no play, because, unlike Perry, Cruz is a good debater, covered it up well, and most people didn't notice until it was pointed out. Perry sort of just got stuck out there like a deer in headlights to the point it was painful to watch him. Pity is about the last emotion a presidential candidate wants people feeling for him.

It'll probably hurt him about as much as Paul's multiple statements regarding "Iraq" when he meant to say "Syria".

Or about as much as in the 2008 general election debates, when both McCain and Obama referred to Iran's "Republican Guard" when it's actually called the "Revolutionary Guard".

They wouldn't dare point that out to Cruz to his face. He might have pulled a gun out and shot the moderator for being part of the liberal elitist lamestream media.

That's probably why I noticed it, cause you could see from his pause and facial expression that he was really struggling remembering the fourth agency.
