This seems to be more akin to the London or Mumbai attacks, in that the targets were random civilians. There's no real cause to debate besides "Terrorists are evil", which only crazies disagree with.

If it's ISIS, though, this combined with the plane bombing was likely a Pearl Harbor-level misjudgment on their part. The last thing they want is for the world to no longer be able to ignore them.

Multiple attacks reported including an explosion near the Stade de France where France were playing Germany in an international football (soccer) match. Additionally, concert goers are being held hostage at another location.

It's probably worth noting as well that the concert hall is not far at all from where the Charlie Hebdo shootings took place.
