Georgia
North Carolina
Kentucky

Ohio

Wisconsin
Florida
Michigan (last state with a net Republican advantage)

Maine
Pennsylvania
New Hampshire
Virginia
New Mexico
Illinois
Colorado
New Jersey
Minnesota
Washington

Maryland
Massachusetts
New York
Oregon
Connecticut
California
Delaware
Rhode Island
Vermont
Hawaii

Based on presidential vote, senate/gubernatorial vote, congressional delegation, state legislatures, and opinion polling.  Should Edwards win in LA, it will drop from #11 to #21 (a lot of closely bunched states around there).  I also noted too late that I did this backwards.

I ignored the fact that RI and De are moderate majority and counted that as liberal
