I think it should be regulated more or less like alcohol and cigarettes.  Certainly legal for recreational use as well as for whatever "medicinal" uses people perceive it to contain, with licensing and age restriction and taxed appropriately to support the public welfare.  We handle tobacco and alcohol this way, and marijuana does not seem so different.  For example, most states permit homebrewing of 100 gallons of beer per adult (of 18 years or older) per year and up to a maximum of 200 gallons per household annually.  Presumably the state wants its cut and if you're making too much beer it looks like you're intending to sell it.  Similarly, I think people can grow their own personal stash of weed, but if you grow more than a specified amount, then you become subject to licensing and regulatory fees.  All this creates a bureaucracy, but would it be any more expensive than the current policy?
