tl;dr version: Bush's PAC ads cost much more than Rubio's campaign ads, so Rubio is getting more TV ads than Bush for less money. PACs pay the regular rate, while campaigns get a discount. So having a boatload of PAC money doesn't guarantee more ad time than having a ton of campaign cash.
Rubio's ad strategy seems better than Bush's, anyway, spending more in prime time to get more eyes.
