If the Senate were to pass this bill (and I highly advise that it does not), I would recommend having a firm date and campaign period in it so you don't see voters starting to rush into the region just before the referendum so they can on it.
Agreed - there should be a clause stating that only the voters that in the region at the time of the passage of the bill shall be eligible to vote.

You know we got a great constitution that we have been drafting, its excellent, it is fantastic. It has been composed by some of the greatest minds on both sides of the radical-reform divide, using only the finest ink, on the hardest and firmest of mahogany desks. Once it is has passed, Atlasia is going to be bigger and better than it has ever been before. The low energy losers can try all they want to sabotage and hinder Atlasian reform, but they will not succeed. The people of Atlasia just came out and resoundingly elected a 4-1 Conservative, 5-0 Reform slate to the At-Large Senate and firmly rejected the campaign of the low-energy radical.

The Bill failed to pass the Senate, with 6 Senators voting against, 1 Senator voting in favor and 3 Senators not voting.
