He and Kim Dae-jung split the opposition vote in the first free election after the dictatorship in 1987, allowing the military backed candidate to win with a plurality.

After that, everyone expected him and the other Kim to hook up. Instead, he ended up forming an alliance with the military backed party.

A lot of people saw this as a betrayal. In retrospect, it probably eased the transition to civilian rule. If the full stop opposition had taken power early on, the military might have gotten spooked. This way, there was a slow trajectory from pro-military president to military backed civilian president to liberal civilian president.
