Trump has 2 team members for an entire state.  Some candidates have team members for every county in each state.

I've helped set up these teams in a few states and for multiple races. Most of the time, the majority of the work falls on about 2 team members with the rest being there to say "LOOK AT OUR ORGANIZATION AND GRASSROOTS SUPPORT."
