Most of the drugs referred to by the act have been legalized and marijuana is legal as a whole across the country.

Officially, you should introduce legislation in the Legislation Introduction Thread, and then the Speaker will introduce it. We're lacking a Speaker as of this moment--I prescribe that as the next course of action, by the way.
