Obviously Jar-Jar of the film and recurring characters, but I can name a lot of one-off characters from The Clone Wars episodes far worse.

The acting quality for the later Star Wars films were generally inferior to those of their early 1980s originals, so it is hard to tell.  But I especially disliked Anakin Skywalker (Hayden Christensen) and Padme Amidala (Natalie Portman).
