What's up with all the retirements of the safe Republican incumbents elected in 2008 and 2010?

Is Congress really that bad or something?

I count 11 Republican retirements and 4 Dem retirements in non-safe districts, though the districts of 2 of those Republicans (Pitts and Hurt) and one of the Democrats (Capps) are pretty unlikely to fall even in a decent-sized wave.
