Terrorism is about terrorizing. Striking the most innocent and least offensive subset of the American population (the mentally disabled, autistic, etc) is a good way to strike fear into the hearts of America.

Hearing that the area that was attacked was actually not the center for the developmentally disabled but an area of the building that was rented out to a third party. If that's the case, this could turn out to be a workplace grudge of some sort, where the institution/workers were the target. No way of knowing until the culprits are identified - and we actually know if there are multiple shooters.
