That's not true. Did George Washington make any campaign promises? There you go.

It's also true that Washington got none of what he campaigned on accomplished.

I don't remember (from all the accounts of history I have read) that Washington ever campaigned for the Presidency.

There is an interesting account of his expenditures for a campaign (several years earlier) for his election to the Virginia legislature (the expenditures for various types of adult beverages is very detailed and impressive).

Well, that would be my point

Polk is the only President to whom I give a 5. He reformed the Treasury, lowered tariffs, settled the Oregon boundary dispute, and secured Texas and the Southwest. Furthermore, after accomplishing all of his goals in his first term, he refused to run for a second.

Smart ass, if he didn't make any then he couldn't keep any. BASIC THINKING.

I hope you've all listened to the James K. Polk song.

In 1844, the Democrats were split
The three nominees for the presidential candidate
Were Martin Van Buren, a former president and an abolitionist
James Buchanan, a moderate
Louis Cass, a general and expansionist
From Nashville came a dark horse riding up
He was James K. Polk, Napoleon of the Stump

Austere, severe, he held few people dear
His oratory filled his foes with fear
The factions soon agreed
He's just the man we need
To bring about victory
Fulfill our manifest destiny
And annex the land the Mexicans command
And when the votes were cast the winner was
Mister James K. Polk, Napoleon of the Stump

In four short years he met his every goal
He seized the whole southwest from Mexico
Made sure the tarriffs fell
And made the English sell the Oregon territory
He built an independent treasury
Having done all this he sought no second term
But precious few have mourned the passing of
Mister James K. Polk, our eleventh president
Young Hickory, Napoleon of the Stump

An interesting point about Polk is that he had the shortest retirement of any president who did not die in office, a little more than three months.

Arguably the best one term president.  He might make my top ten list.

I rated Polk a four, by the way.  He knew when to fight and when to negotiate.

I'd give him at least a 3.  The man wore himself out with his office, a sign he was dedicated to his job.

Would he have gotten the Democratic nomination in 1848 if he had decided to run again?  Would he have won?  Would Van Buren have run?
