$400-450 million + 1/3 of the Democratic spending.

Funnel $100 million at:
CO
FL
NC


That's about $700 million. Another hundred million on other expenses, and you can funnel $25 million:

GA
IA
IN
MN
MO

The remainder would probably be spent on congressional campaigns. So, this gives a:

270 - 268 win.

Maybe $500 billion could make California a lean GOP state, or $1 trillion. You have to remember, the government keeps on raising the debt limit, so I see no difference.
