How many presidents have there been?

I kind of think it's silly how Grover Cleveland is counted twice; in most other democracies they would do it like this:

20. Garfield
21. Arthur
22. Cleveland
23. Harrison
(22.) Cleveland
24. McKinley
25. Roosevelt

Thoughts?

It's probably not done in other countries because in parliamentary systems at least, it's really not uncommon for leaders to serve nonconsecutive terms.

I agree 100%.

I have found that the U.S. Senate counts each Senator only once in their numbering, and regarding State Governors, some states number their Governors the way the Presidents are numbered while some states count each Governor only once.  I have not (yet) gone so far as to find out which method is more popular among the states with Governors with non-consecutive terms.
