I think on balance, absolutely. Can you imagine what it'd be like to have a Congress where a supermajority is generally on one side of the aisle, and where of the remainder, they're soft enough as a group to always have the votes to pass legislation? The blockages would stop at minimum - maybe we'd legislate our way into oblivion, but at least we'd do it at breakneck speeds!

Now, me personally, I'm not so sure I'd be the perfect Congressman. My talents are much better suited at keeping people in line, whipping votes, organizing party structure, and otherwise making sure the sludge keeps moving. I managed to short-circuit the last Atlasian election for President and be elected against the odds by running on a message of being a hard-ass - while promising to push the obstructionists out of the way and into oblivion if they dared threaten our momentum.

I would estimate that most Atlasians are too young to serve in either House. Plus, have you guys read the arguments we have? We'd put Joe Wilson to shame on the House floor.
